Eric, if the problem continues, and you have no balloons for other applications try this tip by another user Daniel:
Open up the registry editor: 1. Click on Start 2. Choose Run 3. Type in "regedit" 4. Click Okay Follow this path to The Key: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
Create a new DWORD value, name it EnableBalloonTips, and set it equal to 1. If EnableBalloonTips is already there and equal to 0, set it equal to 1. Quit the registry editor, log off, and log back on. Voila!

Keep the good work. The only thing that doesn't seems to work is the "Popup Tray Notification Balloon". Not a big thing, but seems to be nice to have!

Or maybe you should put that during the setup procedures ? Because both my WinXP (pro) at home and at work did the same thing.
